41st BCS Non-Cadre Posts Update: PSC Reveals Progress

The Public Service Commission (PSC) has reached out to the Ministry of Public Administration to establish the number of candidates who can be recommended for appointment from the non-cadre pool of the 41st BCS. The ministry must provide the names and quantities of available posts by Tuesday. Following this information, the PSC will proceed with the recruitment recommendations.

In response to inquiries, an anonymous PSC member shared with Prothom Alo, “We have requested the Ministry of Public Administration to determine the number of candidates suitable for appointment from the non-cadre pool of the 41st BCS. The deadline for this information is tomorrow, Tuesday. Once we receive the list of available posts, we will offer candidates the opportunity to select their preferred positions within a specified timeframe. Subsequently, we will allocate positions based on both candidate preferences and merit. It’s important to note that not all candidates will secure positions, and the names of those appointed based on merit will be made public.”

Furthermore, he emphasized that the government and public administration are responsible for appointments, while the PSC’s role is implementing these appointments. It needs to be clarified among job seekers that the PSC has the authority to hire at its discretion; in reality, the PSC will fill as many positions as the public administration requests for appointment.

Meanwhile, candidates in the non-cadre list of the 41st BCS have raised their voices for increased recruitment from the BCS non-cadre category. They emphasized the timeline of the 41st BCS examination, pointing out their unique challenges.
The 41st BCS notification was published on November 27, 2019, attracting over 4 lakh applicants. However, due to the Covid-19 pandemic, the country went into lockdown on March 19, 2020, causing delays in the examination process. The 41st BCS preliminary exam finally took place on February 26, 2021, and the results were published on August 1, 2021, with 21,056 candidates passing.


Following the preliminary exam, those who qualified proceeded to the written examination on November 29, 2021. The written exam results were unveiled on November 10, 2022, with 13,000 candidates passing. These successful candidates underwent oral examinations from December 5, 2022, to June 26.


Remarkably, it took 3 years and 9 months from the initial publication of the 41st BCS notification to the release of the final results on August 3, 2023, making it the lengthiest duration for any BCS examination in history. Among the results, 2,520 individuals have been recommended for cadre positions. However, due to a limited number of vacant positions in the general cadre, 9,821 candidates have been listed for non-cadre posts despite successfully passing both written and oral examinations.
It’s worth noting that the candidates of the 41st BCS faced significant challenges and delays due to the COVID-19 pandemic, making their journey to recruitment particularly arduous.

Many of these candidates have now surpassed the age limit for entry into government service. The situation is disheartening if the 9,821 non-cadre candidates, who have successfully navigated all stages of the BCS examination, do not secure respectable employment opportunities after this lengthy process.

The 41st BCS non-cadre candidates are urging the government to adhere to the provisions outlined in the “Recruitment (Special) Rules for Non-Cadre Posts, 2023.” They are requesting maximum job invitations by merit and existing non-cadre post regulations. Special efforts should be made to ensure suitable job placements for all candidates who have earned their recommendation.

Additionally, they appeal to the Bangladesh Public Works Commission to only recommend individuals selected as cadre in any BCS for non-cadre positions. It would prevent the loss of a post for one candidate and the deprivation of a post for another. Regarding non-cadre recommendations, candidates currently in government service should not be recommended for a lower grade than their current one, as this would discourage them from accepting the lower-grade position. It would lead to removing a job seeker from consideration.
The candidates are calling for the direct intervention of Prime Minister Sheikh Hasina, who also serves as the responsible minister for the Ministry of Public Administration, to support their reasonable requests.

The 41st BCS final results were released on August 6 and are now available on the website. A total of 2,520 candidates have been recommended for recruitment in various cadres through the 41st BCS. However, for 16 professional cadres, the Public Service Commission (PSC) couldn’t recommend any candidates due to a lack of qualified applicants.

The registration numbers of 9,821 candidates in the non-cadre category have also been made public. The 41st BCS notification was initially issued on November 27, 2019, attracting over 4 lakh applicants.
The journey began with the release of the 41st BCS preliminary results in early August 2021, where 21,056 individuals successfully passed the preliminary examination. These candidates subsequently participated in the written test, with the results published on November 10 of the same year and 13,000 candidates passing.

The written examination occurred concurrently from November 29 to December 7, 2021, in various centers, including Dhaka, Chittagong, Rajshahi, Khulna, Barisal, Sylhet, Rangpur, and Mymensingh. The 41st BCS oral examination concluded on June 26, bringing the entire examination process to its conclusion.
